Where is Quebec’s Skilled Worker (QSW) Program headed right now?

Quebec’s Skilled Worker (QSW) Program is a points-based program which allows some skilled people in certain categories of occupations and professions to score high and migrate. According to the latest news updates, the deadline for submission of applications for this year is set for March 31, 2014. This date is also the date on which the current rules and regulations governing the program will expire. Since the government has made no other supplementary announcement or provided additional information regarding what the program will be like in the next year or the next term, this has led to people speculating about the program and/or its form in the future. As for those who wish to apply in this year’s immigration program, they must apply early, lest the last date for the application date gets over.


The QSW (Quebec’s Skilled Worker) program is similar to other Canadian immigration programs in that it is points-based as already pointed out above. To be successful, an applicant has to get or obtain a minimum number of points to qualify and there are also minimum eligibility criteria too, for example, like a pass in matriculation. However, the higher the points obtained by meeting different criteria in a grid, the higher the chances of scoring high and improving one’s chances to migrate successfully. There is also an intake cap of 20,000 skilled workers which was put in place, last year. However, as of December 31st, 2013, a little more than 6,000 applications had been received. No further information has been released by the concerned department of Quebec’s government as to how many more applications have been received since then.


Presently, Quebec’s immigration program is especially suitable to some specific categories of occupations. These occupations are ‘nurses’ and ‘civil engineers’. Thus, under the current program, nurses get 16 points in total just for their educational qualifications. As for civil engineers, their work experience fetches them 12 points, at present. 


According to some observers and experts in the field, it is not possible to predict what shape the current immigration program of the Quebec province will take. Thus, according to some, the provincial government has the prerogative to change or modify the rules regulations to its migration policy as it deems fit. Just last year, changes to this province’s immigration policy were made twice. And, the province’s immigration policy and program has also been seen as more popular than that of the federal government.
