Trends in the Third Quarter of 2017- Express Entry Report

2017 has shown dynamism and can be regarded as an active year for the selection system for Express Entry in Canada. With the end of third quarter of the year, the number of candidates receiving an ITA is the highest in Canada’s history.

Fewer ITAs were issued in the third quarter of 2017 when compared ITAs issued in the second quarter; the figure shows a double growth in the number for the third quarter of 2016. It also witnessed a decrease in the minimum CRS score needed by a candidate to get an ITA.

The ITA target meets the goal of IRCC in 2017 to use the Express Entry system to extend support to newcomers based on human capital considerations rather than on offers of employment.

July to September numbers

In the third quarter of 2017, 18,135 ITAs had been issued.  In the third quarters of 2015 9,084 and in 2016, only 5,294 ITAs were issued.

Every quarter of the year 2017 saw a record number of issuances of ITAs when compared to the previous years.

ITAs Issued Express Entry 2015, 2016, 2017

In 2017 69,420 ITAs were sent to successful candidates in the pool. This figure compares well with the 20,580 ITAs sent during the similar period (in 2016).

Decrease in the threshold of CRS 

In the summer months of 2017, IRCC had invited candidates in six Express Entry draws. In the third quarter, the CRS points requirement at the lowest were 433 happening twice, on August 9th and on September 20th .

Minimum CRS scores for Express Entry in 201 were seen in Draws of May 26th when provincial nominees were invited at a CRS score of 775, and 199 for candidates in the Federal Skilled Trades Class.

Provinces seeking candidates actively

The provincial nomination is extremely valuable for Express Entry candidates, which helps in increasing their CRS score. This year Saskatchewan and British Columbia incorporated a few changes in their Express Entry-aligned Provincial Nominee Programs which were enhanced. The provinces give importance to Express Entry and seek economic immigration to Canada.

In July 2017, Saskatchewan revealed an expanded list of eligible occupations for its International Skilled Worked- Express Entry category under the Immigrant Nominee Program. This helped the eligible candidates in the federal pool possessing work experience in in-demand occupations to apply for provincial nomination under the SINP. Most of these occupations are technology based.

A major breakthrough was the announcement of a Tech Pilot; by the Government of British Columbia which would help tech and IT candidates and target professionals in specific occupations to meet the high demand. The province has a Nominee Program operates, part of which is related to the federal Express Entry system. The scores for these categories in BC have decreased which allows better chances of receiving a provincial nomination and adds additional 600 CRS points and an ITA in the future draw.

Some Options are also available to candidates who scored low CRS More than half of the candidates, successful in 2016, had core CRS scores below 450. 6,000 of such candidates had core CRS scores below 300.

When additional points were allotted for candidates having a sibling in Canada, candidates were able to add 15 points to their existing score. French speakers stand to gain 15 or 30 more points.

Candidates can also improve their score by getting a qualifying job offer, or by acquiring an educational credential. Those who can prove better language ability, or have additional work experience, or, have their spouse proving their high level of education/language ability/ work experience also stands to gain.

Ahmed Hussen, the Immigration Minister said that there were innovative programs, reflecting the strong commitment to reunite families which help in improving their integration into the society and increase the economic outcome. This measure also helps to contribute to communities, and in turn to the country.

These additional points are designed to increase the opportunities for several candidates in the pool.

Expectations from 2017

Major steps are being taken by the provincial, federal and territorial governments to increase present immigration levels and formulate better planning models for immigration in the future. The present target of 300,000 new PRs serves as a baseline for all future immigration targets taken up by the government.

IRCC has set in new initiatives, like the Global Talent Stream, the Atlantic Immigration Pilot Project, and has brought new citizenship regulations for all skilled workers, and international graduates to boost economic immigration to Canada. There is an attempt to fill the existing skills shortages. The presence of highly-skilled immigrants will help the nation to create more jobs and usher prosperity for all.
