Software Engineers and Designers Lead the Ontario Nominee List

The progress report regarding the immigration strategy of Ontario province revealed that the Software Engineers and Designers were the top occupation category in the provincial nominees during 2017. These were followed by Computer Programmers and Interactive Media Developers. China and India were the source countries which provided them.

The update by the Ministry of Immigration and Citizenship offers information regarding the OINP and major components of the immigration strategy of the province. This commenced in 2012 for addressing the shortage of skilled labor in the province.

The Program permits Ontario to nominate persons and their families to get the permanent residence status. The categories targeted by the program are international students, skilled workers, and entrepreneurs.  It cooperates with employers and supports their efforts to attract and keep the skilled workers in the country.

The nominations in PNP for 2017; allocated for Ontario were 6,000 which were the highest allocation in the decade. There was an extra allocation given by IRCC in December also.

The report, mentions that improvements in the OINP, and campaigning for a noteworthy increase, in the number of nominees, in the province, is very important in its immigration strategy. There have been significant gains and the allocation in Ontario has increased from 1,300 in 2013 to 6,000 nominees in 2017.

The country of birth showed that India sent the most (1,835) nominees at the end of September 2017. It was followed by China with 1,608 nominees.

The launch of two new immigration streams the Express Entry: Skilled Trades Stream and Employer Job Offer: In-Demand Skills Stream pilot improved the response to meet the labor market requirements during the year.

Owing to meeting a huge demand for the OINP, there was an expansion in the human resources department and the online application system was introduced to reduce the time of processing.

The report also says that many applications are now processed within 60 days from the date of application. This is an important improvement and strengthens the commitment of the ministry to give better customer service.

The Human Capital Priorities Stream, aligned with the federal Express Entry pool, remained open on various occasions in 2017. This stream permits the OINP to search for qualified candidates in the pool and give them the Notifications of Interest, which is an invitation to submit an application to get the provincial nomination certificate.

A new initiative linked to Human Capital Priorities was launched in June 2017 which prioritized candidates in the Express Entry pool who had work experience in 15 occupations related to Information and Communications Technology.

Global Skills Strategy


The Government of Ontario also advertised its work with the federal government in order to reform the temporary foreign worker system of Canada and also introduce the Global Skills Strategy and the Global Talent Stream in June this year. It is a two-year pilot which helps Canadian business community in finding the global talents with top demand skills. The GSS offers a two-week service for processing the Labour Market Impact Assessment applications in the temporary foreign workers' category and helps employers to understand the immigration options.

Minister’s Employers Tables


Ontario is coordinating with employers to talk about challenges and recognize labor market requirements through roundtables called Minister’s Employers Tables. This gives the perspectives of employers regarding their immigration needs and the best practices to follow in policy and programming. Seven rounds of talks were held with 96 employers in the year and they have provided three priority objectives:

  • Addressing the barriers to opportunities in the selection process of immigrants,
  • Improving integration of international talent with the labor market,
  • Developing a Business Advisory Council

Bridge Training


During the year 4,758 skilled fresh employees completed a bridge training program which was funded by the Ontario Government. This program helped them by removing existing barriers and increasing the numbers of trained professionals with a license in their professions. 294 fresh employees attained licensure in the occupations and 4,418 found work in their domains.

Ontario is scheduled to receive $91 million funds for carrying out bridge training programs in 2018-2021 under the Canada-Ontario Immigration Agreement.
