Quebec Will Soon Issue First Invitations Through Expression of Interest

Quebec Skilled Worker Program

Quebec will soon start announcing its first invitations to Quebec Skilled Worker Program applicants who have enrolled an Expression of Interest with its online Arrima portal, the Immigration Minister of Quebec says.

Arrima was launched last year to get Expressions of Interest (EOIs) to Quebec’s primary skilled worker immigration program and to control its bank of applicants. An EOI is not an appeal but is preferably a way for applicants to notify Immigration Ministry of the Quebec that they would like to be counted for a Quebec Selection Certificate (CSQ).

Approximately 100,000 EOIs have been registered since Arrima’s launch 2018 September.

The EOI-based online system substituted the former, first-come-first-served method to accepting appeals to the Quebec Skilled Worker Program (Q.S.W.P), which the government of Quebec stated was out of touch with the original labor market requirements in the province.

Beneath the EOI system, applicants build a profile in Arrima and are given a score based on factors that include their education, age, area of training, knowledge in French, and work experience.

Applicants are invited to appeal for a CSQ depends on either their scores or other parameters such as labor deficits in the province’s remote regions.

Those who appeal for and obtain a CSQ then appeal for permanent residence by federal immigration ministry, which tests medical and criminal admissibility.

Simon Jolin-Barrette, Immigration Ministero f Quebec said the Arrima system is intended to match immigration appeals to Quebec’s labor needs and will ultimately decrease the processing time for appeals to 6 months. In the previous, pending applications, the preference will be given to the 3,700 applicants who are presently in Quebec.

Arrima Employer access

Immigration Ministry of Quebec also provided data about a new feature in the Arrima portal that is programmed to start in February 2020.

This feature will provide employers access to potential applicants list who satisfy their special needs. Employers can contact individuals with an employment offer directly through the Arrima portal to initiate the process of immigration.
