Quebec Needs 80,000 Immigrants Per Year for a Strong Economy

To maintain a strong economy, Quebec province needs nearly twice as many newcomers as it is presently targeting.

In the latest years, Canadian second biggest province has welcomed approximately 50,000 immigrants’ yearly, ranking second following Ontario. On a per-capita basis, though, Quebec’s immigrant intake placed sixth among Canadian provinces & territories.

The province’s resolution in the last year to decrease its immigrant intake to a maximum of 41,800 in the year 2019 below the auspices of seeking to increase immigrant integration implies that Quebec has dropped even further behind. This policy timing is troublesome.

Quebec is Aging Quicker than the Canadian Average

As the latest Conference Board of Canada study reveals, Quebec is aging quicker than the Canadian average and its rate of birth is low. The study projects that Quebec will have a higher number of deaths than births by the year 2028.

Immigration is the most practical solution to drive population increase. Attempts to encourage higher birth rates in western nations have not shown much success and Quebec is proof of this. In spite of its universal daycare program, Quebec province birth rate continues as low as the country average.

Consequently, the study by the Conference Board of Canada forecasts that 100% of Quebec’s population increase will come by immigration by the year 2023.

Lower Immigration Levels May Damage Quebec Province’s Attractiveness to Business

Last week, the province stated that it will raise its 2020 immigration goal to a maximum of 44,500 immigrants, and could return immigration to the 50,000 thresholds by the year 2022.

But these levels continue too low in the enlightenment of the province’s demographic concerns. If it maintained this immigration level between now & 2040, its economy would only increase by approximately 1.4% yearly in real terms related to the forecasted Canada average of 1.9%.

Quebec Requires 80,000 Immigrants Annually

The economic growth of Quebec would increase to an average of 1.7% over the following two decades if it welcomed its accurate share of immigrants, as it is suitable to do below the Canada-Quebec Accord.

Given Quebec province’s population size today, this indicates it can welcome a minimum of 23% of Canada’s newcomers each year or approximately 75,000 newcomers.
