Quebec Immigration: Graduate Stream Suspended Until 1 November 2019

Applications to the Graduates Stream in Quebec Experience Program are being postponed until 1 November 2019, the Quebec Government has announced.

Features of the suspension are put out in the latest ministerial instructions announced on 10 July by Simon Jolin-Barrette, province’s Immigration Minister.

There are a couple of exceptions to the latest decree. They are:

  • Graduates residing in Quebec and having a work permit that is valid on 10 July 2019, and expires prior to 1 November 2019.
  • Applicants who had their appeal for a Quebec Selection Certificate suspended on 16 June 2019 and were either a temporary resident in Quebec province when they had appealed or were studying or working in the province of Quebec on 16 June 2019.

16 June 2019, was the date when changes to Quebec’s immigration laws were declared that canceled around 16,000 pending appeals to the Quebec Skilled Worker Program.

The applications suspension from all various Quebec Experience Program graduate stream applicants takes impact immediately and will continue to influence till 1 November 2019.

The Quebec Experience Program provides a pathway to Canada PR for qualified temporary residents who have studied or worked in the province of Quebec temporarily.

The basis of this choice is to give preference to candidates who occupy a job in the province of Québec during this period, the Quebec Government announced in a news release.

The governing party Coalition Avenir Quebec decreased the province’s immigration level by 20% after came into power in October 2018, to a goal of 40,000 for the present year.

Quebec’s Immigration Ministry told it is still feasible for Québec graduates who intend to remain in the province to appeal for a Post-Graduate Work Permit from the Canadian Government.
