Quebec Experience Program

International students & temporary workers who were previously in Quebec province on 1 November will not have to reach the new eligibility requirements for the Quebec Experience Program, the immigration minister of the province has announced.

The reversal appears a day later student groups, opposition parties, international workers and international students converged on Quebec’s National Assembly and requested the minister to bring out “a little humanity.”

Since their unveiling on 30 October 2019, many experts and lawyers have also opposed the measures, stating they could destroy Quebec’s global image and its attractiveness to newcomers. The community of business and leading academics have also shown their concerns.

The Quebec Experience Program (PEQ) enables qualified graduates from Quebec schools or temporary immigrant workers living and working in the Quebec province to appeal for selection for PR in Quebec. Accepted applicants can obtain a Quebec Selection Certificate in a short time that is 20 working days.

The latest measures proposed in the last week restrict eligibility to only those graduates with a degree or diploma which is Quebec-earned in an eligible area of training and to temporary immigrant workers employed in a suitable occupation.

Immigration Ministry of Quebec initially announced the new criteria, which took force on 1 November, would apply directly to all PEQ applicants, rendering several already living in the Quebec province ineligible.

Quebec Immigration Decision on Quebec Experience Program

Jolin-Barrette stated he made the choice and notified Quebec Premier François Legault late 05 Nov 2019 night after observing the testimonies of many students affected by the latest rules at the National Assembly and knowing about them in the media.

The grandfather clause will appeal to individuals who are already studying or working in the province of Quebec on 1 November 2019, and the reforms that became effective that day will no longer be appealed retroactively.

The Immigration Minister stood by the reforms, stating immigration applicants need to match the current labor requirements in Quebec.

On 04 Nov, Quebec Premier François Legault told the list of suitable programs under the P.E.Q’s Graduate Stream could be updated to address concerns raised by the business & academic leaders in the Quebec province.
