NZ Proposed Immigration Reforms to Support Regions to Find Workers

Recommended reforms to temporary work visas must make it simpler for regions and businesses to get the workers they require, tells Iain Lees-Galloway, NZ Immigration Minister.

He told sectors and areas experiencing true labor shortages require support and the present system is overly complicated and not active enough.

The untargeted one-size-fits-all path by the past Government has been disappointing our regions and businesses with critical requirements for labor while loading huge pressure on infrastructure Auckland, Lees-Galloway told.

The plans include a current employer-led framework for evaluating employer supported temporary work visas. It will consist of checks on companies approved to choose a migrant, on jobs to assure no New Zealander can do the work and tests to make assured migrants satisfy health and character requirements.

The Lists of Fundamental Skills in Demand will be substituted with Lists of Regional Skills Deficit to “better match the skill deficits that exist in the regions and present a powerful signal to temporary migrants about possibilities in regional areas.”

Companies requiring migrants would pledge to hire and train more New Zealanders and to direct their workforce demands more effectively.

Assuring that adequate training openings are possible to put young people on the pathway to skilled employment will be necessary for directing our long-term workforce deficits, Lees-Galloway announced.

However, in the short-term term, our settings of immigration present a mechanism for companies to fill further immediate needs.

Consultation on the plans closes on Mar 18, 2019. And announcements on ultimate decisions are assumed in the mid-year of 2019.
