The Australian Home Affairs Department proposes to use Artificial Intelligence and Machine Learning for identifying issues relating to visa applications.

The recently formed department, enquired from the market, regarding information to use these technologies, to augment and automate, human assessments concerning the intricate visa applications.

It is the next step to overhaul of the visa system, taken up by the department. There is a move to divide the components of visa operations into eight specific and separate bunches and envisages a larger role for market providers.

The request for information is related to assessing temporary visa applications from several geographic locations, for tallying with the visa criteria, (except assessments for health and national security), and long-term, additional visa products to be considered in future.

Presently the Visa processing is executed manually by the staff of the department by using a supporting technology for assessing a variety of information. Most of this is collected from paper visa applications for making assessments of each criterion.

Assessing this information leads to the decision to grant/refuse the visa and its annual cost is hundred million dollars.

The volume of visa and citizenship applications is likely to increase by 50 percent to 13 million annually over the next decade. The thinking of the department is to distance from a heavy resource-oriented approach.

The department has an expectation that three types of solutions could be brought-in in helping the delivery of assessments: business process services, supportive technology like robot processing the desired automation and analytics, use of emerging disruptive technology like Artificial Intelligence as also machine learning.

The business process services play an extensive role, in any early solution to assess against visa criteria, and the supportive technology improves the productivity and accuracy.

The department also expects at first that the capability will nevertheless involve prevailing human-based service solutions through the use of supportive technology, but there is a need to look at the opportunities to organize disruptive technologies which are developed by niche providers.

Such Disruptive technologies are growing rapidly and will be ready to play a major role to assess against visa criteria, when the initial temporary visa product commences in December 2019.

The solutions are intended to assess the eligibility of an applicant, against a variety of threshold questions where an easy approval cannot be given and some more assessment is required.

The subject here is making decisions regarding the genuine intention of the applicant to leave Australia when the visa ends, and also about the authenticated spouse relationship as claimed by the applicant. Another point is to know if the applicant possesses adequate funds for supporting themselves.

The result of the assessment would not lead to a decision and the department would retain final responsibility for all verdicts.

An increase in automation of processing applications for the many low-risk clients would permit the staff to pay more attention to high-risk clients.

In the past, there was a prediction that, 90 percent of future visa applications will be decided, by using the automated approach. The department proposes, to begin the procurement process in future, to adopt new technologies, to assist in assessing the applications.
