Manitoba-draw
In the November 23 draw, 272 skilled workers were invited in the Manitoba Provincial Nominee Program. These workers belonged to the Skilled Workers in Manitoba (250 candidates) and Skilled Worker Overseas streams (22 candidates). The lowest ranked candidate to be invited scored 567. These skilled workers were invited under the Initiative for Strategic Recruitment.

The MPNP works in the Expression of Interest system. Potential candidates give an EOI to the province, and their profiles are given a score on the answers provided by them.

In the draws, the top scoring candidates in the EOI pool receive a Letter of Advice to Apply and can submit an application to the Manitoba province.

Both categories of workers who have received an LAA in the present can now apply for a Provincial Nomination. Successful candidates can apply to the Federal Government to get the status of a permanent resident of Canada.

For recruiting overseas skilled workers MPNP conducts Recruitment Missions on a regular basis. Many times there is a partnership with employers in Manitoba to look out for potential employees/ immigrants.

On November 15, Manitoba made an announcement changing its Provincial Program, and a few changes take effect immediately. Other changes will take effect in 2018.  A change taking effect on November 15 was the opening of an in-demand occupations list, which allows the MPNP to choose skilled workers who can meet the requirements of the labor market and business investment priorities of the province.

MPNP for Skilled Workers

The MPNP for Skilled Workers was created to help Manitoba employers to find required foreign talent to match their present workforce. The government selects experienced workers who make an Expression of Interest to immigrate to the province and possess the required skills of the local labor market. In turn, they are nominated to receive a Provincial Nomination Certificate from the Program. With this Certificate, such person can apply to the Federal Government and obtain a PR status.

These options are attractive to persons who are eligible to immigrate to the country by using the selection system of federal Express Entry. The eligibility requirements are different here.  The MPNP gives points to candidates, for language proficiency, which are equal to Canadian Language Benchmark 4, in selected occupations. This is a lower threshold compared to the requirements in the FSW Class.

MPNP Skilled Workers in Manitoba

In this sub-category of the Program, applications are accepted from international student graduates and competent foreign workers who presently work in Manitoba and are offered a permanent job by a Manitoba employer. Skilled Workers in the province do not need the points-based assessment for determining their eligibility.  Still, the points are given to the candidates once they enter the pool.

MPNP Skilled Workers Overseas

The sub-category is meant for qualified workers who reside outside Canada but can show a powerful connection to Manitoba and the labor market here. There is a points-based system for assessing candidates based on language proficiency, age, work experience gained, adaptability and education received.
