IRCC Provides Canada PR for Out-of-Status Toronto Construction Workers

Toronto Construction Workers
Canada has executed a temporary public policy to grant a pathway to Canada PR for 500 construction workers who have out-of-status in the Greater Toronto Area.

The policy is intended for construction workers along with their families who originally came to the country on a Canadian temporary work permit, but lost their status.

These construction workers have reached Canada and several contributions made to the Canadian economy and currently have restricted means to regularize their status, an Refugees, Immigration, and Citizenship Canada statement announced.

The Policy of Temporary Public for Out-of-Status Construction Workers in the G.T.A. is also intended to improve address labor deficits in the industry of construction in this Toronto region.

This temporary initiative is a move forward to enhance the protection of few of these construction workers along with their family members while safeguarding labor market of Canada and also assuring that Canada can hold the workers as it requires to strengthen the economy and grow communities, IRCC announced.

To be qualified beneath the policy, candidates must recognize themselves to the Labour Congress of Canada (C.L.C.), who will then refer qualified applicants along with their family members to IRCC.

Applications will start on the C.L.C. website on 3 Sept 2019. IRCC will start allowing applications referred by the C.L.C. on 2 Jan 2020.

The policy of Temporary Public for Out-of-Status Construction Workers in the G.T.A. Eligibility Requirements

Global Nationals who either:

  • Lawfully entered into Canada holding temporary resident status; and, Priorly received work authorization in the industry of construction; and,
  • Present proof of filing Canadian IT returns or disclosing their income in Canada (400 primary applicants); or,
  • Lawfully entered into Canada holding temporary resident status (100 primary applicants);
  • Have continuously lived in Canada for a minimum of five years at the time application date;
  • Have language proficiency at CLB 4 in all levels.
  • Have a letter of reference signed by the Labour Congress of Canada attesting that the appellant satisfies the above conditions;

Below NOC Codes were considered:

  • Major Group 72 Skilled Transport and Trades and Equipment Operators
  • Major Group 73 equipment and maintenance operation trades
  • NOC 7611: construction trades laborers and helpers
  • NOC 7521: heavy equipment operators (excluding crane)
  • NOC 7441: commercial and residential installers and servicers
