In the November 8th Express Entry Draw IRCC Invites 2,000 Candidates

In the draw, held on November 8th, IRCC has invited 2,000 candidates, figuring in the Express Entry pool, to submit an application, for permanent residence in Canada. The CRS score of the low-ranked candidate, to whom an ITA was issued, was 458.

This draw was the 77th to be held, after the introduction of Express Entry in January 2015. It was also the 27th draw for 2017. Moreover, it is the foremost draw to be held under a new system, where in case of several candidates having CRS score, which is tied, the ranking of the profiles is done, based on the date/time, of submitting the profile. The long-staying profiles in the pool, are given priority, for inviting over the new profiles. This methodology was introduced as a strategy during June 2017. There is a possibility that not all of the candidates, who scored 458 CRS points, have been invited now.

Ahmed Hussen, the federal Immigration Minister signed two Express Entry Draws, where only the eligible FSTC candidates, and candidates possessing a Provincial nomination, were invited to submit an application. Candidates possessing a nomination from the Province, which is obtained through enhanced and Express Entry aligned PNP stream get 600 extra points in CRS, and also get an ITA at the following draw from the pool.

Program-specific draws, like those held last week, are merely an exception, and not a norm. In them IRCC sent invitations to 795 candidates, to submit an application, which is a reason of the few candidates, being invited in the draw held today. This factor was significant, leading to the increased cut-off threshold in CRS.

After the draws held last week, the Minister announced the motivated and dynamic multi-year Immigration Levels Plan of the government, for 2018 and onwards.  Canada has set a target to welcome one million fresh PRs in the next three years. A quarter million fresh candidates will be admitted by using Express Entry run economic immigration programs, prominent of which will be FSWC, FSTC, and CEC. The number of candidates to gain admissions by these programs will increase with each year.

Many candidates will be invited in the future, and IRCC will have to schedule bigger draws, where aspirants in large numbers would be invited to submit an application or hold draws more frequently.

With this draw, the total number of ITAs issued in the year 2017 has reached 77,773. This is more than half of the 142,618 which were issued since the year 2015. With IRCC, increasing the number of Invitations issued, Express Entry has acquired the position, to be the major driving factor for economic immigration.

Subsequent to the Express Entry draws, which were held last week, the province of Ontario had opened the HCP stream, which is aligned with Express Entry, to receive new applications from November 2. Within 5 days, the OINP Human Capital Priorities stream reached its targeted figure. The immigration authorities feel that more NOIs are likely to be issued before December 2017. An eligibility criterion for this OINP stream is the candidates being in the federal EE pool, with a score of 400 CRS points. There is a possibility that more candidates who are eligible will be invited to submit an application for the provincial nomination, under the OINP soon.

The present system is dynamic, and with the features of fluctuating CRS thresholds, the presence of draws which are program-specific, and changes in the procedure like introducing the tie-break, one has to look at the type of candidates who will receive ITAs in this draw.

Having a Master’s degree or work experience, and English language proficiency, or having a sister/ relative, who is living as a permanent resident in provinces of Ontario, or other, would now be sufficient to receive an ITA.

The latest series of draws have seen the number of candidates being lower than usual, and the CRS cut-off threshold has also increased for the eligible candidates. IRCC is taking measures to improve the processing. The new Immigration Plan announced last week is dynamic and worthy of welcome. The Express Entry candidates can be optimistic that they will get an opportunity to migrate. This is the best time for the interested individuals and families to evaluate their options for 2018 and enter a new era.
