The Human Capital Priorities stream, Ontario, is a Provincial Nominee Program stream quite popular for immigration to Canada. It is aligned with Express Entry and will now accept applications. This immigration information was announced by authorities in Ontario. It is expected that OINP will issue new Notifications of Interest to the eligible candidates present in the pool of Express Entry before the year 2017 closes.

It is a major stream of the Ontario Immigrant Nominee Program, Success here helps the candidate to receive 600 Comprehensive Ranking System and an Invitation to Apply for PR in a subsequent draw from the pool of Express Entry.

Ontario’s HCP stream being a PNP stream has been aligned to the Express Entry and works on a passive model. The process is not based on first-come, first-serve model and does not require an Expression of Interest. It is designed to search the pool for all eligible candidates who can successfully settle in the province, and issues an NOI, to him/her, which is equal to an ITA for provincial nomination certificate, through the Ontario Immigrant Nominee Program.

It is officially confirmed that new NOIs will be issued before the close of December 2017, based on the annual PNP allocation, of the province. At present, there are vacancies to be filled up. Eligible Candidates, coming under the criteria of HCP stream had been issued NOIs in July 2017. Those failing to receive it are required now to create a new profile in Express Entry as this will make it is easy for the province to recognize the profile during searching. Candidates who were in the pool for more than two months have to create a new Express Entry profile, supported by recommendations given in the past, by immigration authorities.

When a candidate meets all HCP stream eligibility norms, there is no guarantee that an NOI will be issued.

Eligibility norms are as below:


  • Candidates need to possess an Express Entry pool profile and score 400 CRS points.
  • Candidates need to possess some work experience;
  • Candidates who select assessment under FSWC criteria must have a year of continuous (full-time) employment experience, under a National Occupation Classification level 0, A, or B occupation, during the past five years before to the Notifying date.
  • Candidates who select assessment under CEC criteria must have a year of cumulative and full-time employment experience under a NOC 0, A, or B occupation in Canada during the past three years before the Notifying date.
  • Candidates need to possess a Bachelor’s, Master’s or PhD degree OR an Educational Assessment report, which is given by a designated organization, representing that the foreign land education credential is equal to a Bachelor’s, Master’s or PhD qualification of Canada;
  • Have English or French language proficiency level CLB7 in all four competencies;
  • Have the intention to live in Ontario;
  • sufficient funds to cover costs in Ontario must be available;
  • the criteria laid out in the FSWP or CEC need to be fulfilled.

Notes from the OINP

The latest update is:
  • In order to apply, a Candidate must have a valid Express Entry profile.
  • In order to apply, a Candidate must possess a valid Ontario NOI issued for them.
  • Notifications of Interest issued before November 1, 2017, are valid for a period of six months and all the aspirants need to apply for the HCP Stream in the OINP e-Filing Portal, before six months of receiving it.
  • NOI which have been issued after November 1st, 2017, is valid until December 31st, 2017.
  • All NOIs which have been issued during the year 2017 will not be valid after December 31, 2017,
  • Approved and nominated for allocation application in the OINP for the year 2017, will receive the nomination certificate in the early part of 2018.

A dynamic stream

In June 2017Ontario changed the HCP stream when the 400 CRS points requirement was temporarily waived for Express Entry candidates who had Information and Communications Technology Sector experience based on labour market demands.
