Family Reunification is a Priority for Federal Government

There is a surge in the Processing, which has put the Canada Government on course, to eliminate the backlog, in Live-in Caregiver Program, by December 2018.   This will result in a reunion of Caregivers and their families. A commitment in this regard has been made by Minister of Immigration, Refugees and Citizenship, Ahmed Hussen.

Immense progress has been made in clearing the backlog.  Figures of October 1st, 2017, reveal that there was a 63% clearance among the caregivers and their family members who were waiting for the finalization of their applications for permanent residence after peaking in May 2014.

During this fall, IRCC allotted additional resources and focused on processing LCP applications and encouraged caregivers and their family members to give missing documents of their applications. Through this, IRCC is heading in the right direction for finalizing 5,000 additional cases than the target planned by December 2017. This measure allows IRCC to receive 20,000 new permanent residents in the category of caregivers totally during this year. This will help them to reach the target range planned for 2017.

After taking these steps, IRCC plans to:

  • Finalize 80% cases that existed in the LCP list on October 1, 2017, before the end of 2018;
  • To Process 80% new and complete LCP applications, which are submitted on October 1, 2017, or after  that date inside 12 months; and
  • To admit many LCP caregivers and their family members as PRs before the remaining cases are processed.

The plan for 2018-2020 has targets in the caregiver category to be admitted as permanent residents. Earlier, the Standing Committee on Citizenship and Immigration had proposed that the Government should have a plan to clear the backlog of applications in the Live-in Caregiver Program. With this plan being carried out, caregivers who await finalization of their Live-in Caregiver Program applications will have their cases decided and can be reunited with their families in the near future.
Minister of Immigration, Ahmed Hussen, said that these commitments will help many Live-in Caregiver Program applicants. After diligently caring for Canadians, such people will be united with their own beloved family members and live together in Canada.     


  • This program offers a direct path from temporary to permanent residence status for caregivers. It was closed for new aspirants in 2014 but grandfathering provisions provided that the caregivers in the temporary portion of the LCP who had not applied for PR could still apply for it. This adds up to 6,000 additional applications for permanent residence status under the LCP that can be submitted to IRCC.
  • Many developments are expected, when the Budget 2017 proposal, to eliminate the $1,000 LMIA fee, for Canadian families, to seek to hire of a foreign caregiver, to give care to a person needing high medical service is taken up.
