Express Entry Candidates gain Immensely from Ontario Immigration Stream

The reopening of Ontario HCP stream last week permitted candidates figuring in the Express Entry pool to gain from its popular stream. Ontario had stopped to receive applications for this stream just after five days, but the province has geared up to invite more applications before December 2017.

It is confirmed that when an application gains approval subsequent to the annual allotment of OINP is filled up, the applicant will receive a nomination certificate in 2018 when the fresh allotment to the province is done.

The HCP stream is a vibrant part of the OINP, and permits the province, to recognize eligible candidates, present in the EE pool, who successfully meet the criteria, and have a CRS score of 400 points.

Candidates thus identified through this stream, get an NOI from Ontario and are later invited to submit an application to get a provincial nomination certificate. All the successful applicants get an extra 600 points in their Express Entry ranking score, which is followed by an ITA for Canadian PR in a later draw from the Express Entry pool.

The province, after searching for eligible candidates, having sufficient work experience, in some professional spheres, has made the exemptions in June 2017. Ontario decided on waiving the requirement by the aspirants to have 400 CRS Points.The beneficiaries here were Information and Communications Technology occupations, and it is likely that this will be repeated in the future, for these (or other) occupations.

The annual allocation of Ontario has not yet reached the target, and additional NOIs will be issued before December 2017.

This will be welcomed by all the aspirants, who hope to settle down in Ontario, which is home to iconic cities of Toronto, and Ottawa-the national capital.  Reaching the province was the goal for a majority of the newcomers, comprising 39 percent of immigrants to Canada. They are attracted by the presence of financial, manufacturing, as well as science and technology sectors.

The HCP stream has an enhanced status in the PN Programs of Ontario and it is aligned with the federal EE system. Ontario is now offering a stream for Skilled Workers Speaking French and has also introduced a stream meant for Skilled Trades. Both these streams belong to the enhanced category. Canadian provinces/territories have one enhanced stream, to meet their labour market requirements and they offer PR Status in a speedy manner.

Another new and enhanced PNP stream has been scheduled, to be introduced for Alberta, in January 2018.

These enhanced programs play an important role in the immigration system of Canada.

As per the information which is given by IRCC, the share of EE candidates receiving an ITA, who had attained a provincial nomination certificate, through enhanced PNP streams, increased in the year 2016 to 26 percent among the invited candidates, which was well, compared to the 13 percent in the year 2015. 50% of all these candidates, uploading a provincial nomination to their profile, in the year 2016, did it in the last three months of the year.

Not only Ontario is set to welcome new applications, but also Nova Scotia and Saskatchewan also have opened streams which are aligned with Express Entry. These provinces offer time-based streams and the candidates who have the required work experience in the high demand occupation can submit an application, without having a job offer.

In 2017, British Columbia also has connected with Express Entry, with a point-based system, by inviting the aspirants, who have registered in its system, to submit an application, for an enhanced provincial nomination.

Prince Edward Island, Newfoundland and New Brunswick, have also accommodated Express Entry into their Programs, throughout 2017.

The year 2018 promises to be good, for the provinces, who aim to welcome newcomers, from the new multi-year immigration strategy, of the country. In 2017, the target for PN Programs was kept at 51,000, and for 2018 it will be 55,000. For 2019, it will jump to 61,000 followed by 67,800 for 2020, showing a great increase in three years alone.
