Dual Citizenship - Canada
A Canadian citizen needs a passport to travel in and out of Canada. Non-Canadian Citizens who acquired the citizenship must hold Canada Passport to travel in and out of Canada. Even if the country of destination accepts the arrival native passport, while returning to Canada, you will not be able to use native passport even if you have citizenship certificate proof. The Border security will insist on Canadian Passport. 

A Canadian Citizen need to hold a passport to exit and arrive into Canada.  It is compulsory to carry both the passports when they are on dual citizenship.  

If the traveller is a permanent resident then they can PR card to enter Canada without passport but showing the PR card at the border Security.
