President Trump has proposed a plan for ending the visa lottery with an aim of reducing high-skilled worker backlogs. This is likely to benefit Indian IT professionals in a big way as they presently have a waiting period of several decades to obtain Green Cards.  In case it is approved by the Congress and made a law, it is expected to reduce the green card backlogs for highly skilled Indian immigrants.

The Diversity Immigrant Visa Program, which the administration plans to terminate, gives a green card annually to 50,000 persons. It permits permanent residency and gives a path to citizenship in the US.  The reason Trump is against diversity visa is that he thinks that it fails to attract the best and bright to the US. 

Of late, many terrorists including the prime accused in terrorist attacks in New York migrated on diversity visa or were benefited by chain migration. The White House framework on Immigration and Border Security proposes Elimination of lottery and reallocation of the visas for reducing the backlogs in family-based and top -skilled employment sectors.

The program gives green cards to immigrants from countries, which have a low rate of emigration to the US. It is a way, where green cards are issued in the Immigration and Nationality Act.  The other sources of obtaining the green cards are through family-sponsored immigrants, or employment-based immigrants, apart from refugees and for whom asylum is granted. 

Diversity visas are allotted on the geographical basis. People of countries from where less than 50,000 immigrants arrived in the US during the prior five years become eligible to get diversity visas.  Immigrants hailing from a country will not receive diversity visas issued annually in excess of seven percent of the total.  The fact that, thousands of IT professionals, belonging to India, wait their turn, to get the green cards, owing to the country wise quota, the relocation of this diversity visa will definitely hugely benefit Indians. Immigrants belonging to 18 countries do not qualify for the diversity visa because there are more than 50,000 immigrants from them to the US during the prior five years combined. The list of these countries includes Brazil, Bangladesh, China, Canada, Colombia, El Salvador, Dominican Republic, Haiti, Jamaica, India, Mexico, Pakistan, Nigeria, Philippines, Peru, South Korea, Vietnam and the UK.
