Canadian Provincial Nominee Program drives immigration for the western provinces
In March so far, draws have taken place for the Provincial Nominee Program (PNP) for British Columbia and Manitoba. Both provinces continue to invite new candidates, those abroad and currently within Canada, to apply for Permanent Residency in the provinces.

British Columbia is now on its second draw for March. The March 8 draw saw 377 Invitations to Apply (ITA) issued across the Skills Immigration Registration System (SIRS). The March 22 draw saw 437 ITA’s issued again under the SIRS scheme but also including 12 under the Entrepreneur Stream. Of the 2074 ITA’s issued for BC since the start of February around half have been for international graduates who completed their studies in Canada.  Successful candidates in these draws receive 600 Comprehensive Ranking System (CRS) points towards their federal Express Entry application. Meaning they will now receive an ITA via the federal Express Entry system and be able to apply for permanent residency. Most streams require a job offer from a Canadian employer.

Manitoba has an Expression of Interest (EOI) system for skilled workers as part of the Manitoba PNP (MPNP). Skilled workers already in the province and those living abroad can submit an EOI and then an MPNP if they are invited to do so.  The MPNP has a unique points system of up to 1000 points. The Manitoba draw on March 16 saw 313 applicants invited with a Letter of Advice to Apply (LAA) under the Manitoba system. 250 letters went to those already living in Manitoba and 63 to those currently living overseas.  The overseas candidates were invited under a Strategic Recruitment Initiative.

Alberta has also been busy with over 1300 applications processed so far in 2017 under the Alberta Immigrant Nominee Program. None of Alberta’s immigration streams are currently aligned with the federal Express Entry system. The Alberta streams are the Strategic Recruitment Stream, Employer-Driven Stream and Self-Employed Farmer Stream.

Saskatchewan also has popular immigration streams which have opened regularly to new candidates. The sub-categories for the Saskatchewan Immigrant Nominee Program (SINP) currently require no job offer for candidates with desirable work experience and skills. However, they have recently introduced a $300 application fee starting in April.

The PNP schemes for Canada’s western provinces are proving incredibly popular and leading to many new Canadian residents heading west rather than east. The general advice is for any individual or family looking to relocate to Canada to thoroughly investigate each route to immigration in each of the Canadian provinces and potentially apply, or be prepared to apply, for more than one of the available programs.
