Rural and Northern Immigration Pilot

A feature of the rural areas in Canada is that they lose population and also cannot attract fresh residents to their communities.

A new initiative

A fresh Rural and Northern Immigration Pilot was launched to attract newcomers for settling in these communities instead of moving to metropolitan cities.

The government has to deal with the aging population and the declining birth rate. Additionally, the workforce in rural Canada is decreasing significantly. There is a shortage in the availability of workers. The aim of this pilot is to attract personnel who can take the economic growth forward and support middle-class jobs in the rural communities.

The participating communities will get access to many measures of support for testing an innovative, community-based model for filling labor gaps.

The communities

The chosen communities are:

Brandon (MB),

Claresholm (AB),

Gretna-Rhineland-Altona-Plum Coulee (MB),

Sudbury (ON),

Sault Ste. Marie (ON),

Thunder Bay (ON),

Timmins (ON),

West Kootenay (BC),

Moose Jaw (SK),

North Bay (ON),

Vernon (BC)

The selection of the communities to participate here was on the basis of a symbolic sample in the Canadian regions, for assisting in designing a blueprint, for other regions of the country. As a complement to the Rural and Northern Pilot, the country will also coordinate with the territories for addressing their immigration needs in the Northern Canada.

Ahmed Hussen, Immigration Minister stated that the equation was simple. It is attracting as well as retaining fresh arrivals having the necessary skills to bring success in the rural and northern communities of Canada.

Also there was a similar immigration pilot catering to the demands of Atlantic Canada and it showed wonderful results for newcomers and also for the Canadians.

The next stages

In the entire summer, this government has a plan to work with chosen communities to identify such candidates who can get Canada permanent residence in the fall of 2019.

Also, the Communities will have the responsibility for recruitment of candidates and for endorsing them to get the Canada PR. Newcomers will start arriving in this pilot in 2020. Communities coordinated with local development organizations for submitting applications to demonstrate the meeting of eligibility criteria in March 2019.

The Atlantic Immigration Pilot commenced in March 2017 with the goal of achieving Growth in the Atlantic Region. The four Provinces can endorse 2,500 workers in 2019 in this pilot for meeting their labor market requirements.

Rural communities offer an employment to four million persons and also have a 30% share in the national GDP.

An important role for rural areas

Rural Canada also supplies energy, food, and water, to several urban centers, and also sustains many industries. These in turn make a large contribution to the national economy. In the years 2001-2016, the decrease among potential workers was by 23% percent, and in the potential retiring persons there was an increase by 40%.
