Nearly one million fresh immigrants will be able to settle in three years from now in Canada. Ahmed Hussen Immigration Minister has stated that this was the most ambitious immigration plan in the history of Canada.”

A multi-year immigration plan was tabled in the House of Commons. Its features are the inclusion of Economic migrants who will be in the majority of new PRs welcomed in Canada. Most economic newcomers will take the Express entry selection system. Targets have been set for the economic categories and for Express Entry in a specific manner and would increase until 2020.

This move is a deviation from the previous plans taken up every year.

Consultations were carried out with the business community and provincial governments resulting in IRCC moving to a long-range forecast to allow all the stakeholders to have a proper plan for service levels and using resources. This plan aims at benefiting all Canadians as the immigrants put in their capacities to support economic growth and include innovation in their professions. This keeps Canada ahead in the global economy, he stated.


Now 310,000 new PRs will settle in Canada in 2018, 330,000 in 2019, and 340,000 in 2020.

Express Entry and PNPs

Among these 565,000 will gain entry through the economic programs, and a quarter million will be admitted through the federal economic programs, supervised in Express Entry. IRCC had clarified that Express Entry would now be the main force behind economic immigration, and more ITAs were issued so far in 2017 than the figures of two previous years collectively.

The increased target intake for Express Entry candidates had contributed to a decrease in CRS Cut off thresholds in 2017. The lowest score this year for FSWC and CEC candidates was 413. The high target intake for next year will lead to lower CRS cut-off thresholds.

184,000 economic migrants and family members accompanying them will be admitted through the PNPs which permit provinces/territories to nominate persons based on their aptitude to settle in the labour market of the province. An enhanced provincial nomination is a factor highly valued in the CRS because 600 additional CRS points are awarded and an ITA is assured in the later draw.

It is possible that during 2018 more PNP activity will be seen as Alberta will also join it and some other provinces/territories have agreed to offer enhanced Express Entry streams. Many provinces have taken a practical and dynamic approach in the Express Entry-aligned PNP streams. Ontario will attract, Information Technology professionals and Saskatchewan will expand its demand list. Moreover, Nova Scotia reopened its Demand stream and British Columbia will be launching a Tech Pilot for IT and technological occupations through Express Entry stream.

Quebec is set to welcome 94,000 skilled workersbusiness immigrants in three years, and Canada will welcome business immigrants through federal programs. 2,000 business immigrants and their family members will gain entry by 2020.

In the multi-year Immigration Levels Plan, there is a stress on reuniting 265,000 spouses, partners, children, parents and grandparents of citizens and PRs in Family class programs.

Family Class admissions target

Family reunification is always a priority, and there are sufficient measures to curtail the time of the process.

The Parent and Grandparent Program is in focus and allowing sponsored spouses and common-law partners to work when they wait for a decision on applications is a hit.

The target approved for resettling refugees is 43,000 in 2018. 45,650 refugees will be settled in 2019 and 48,700 in 2020 also.

Express Entry will remain the main source of economic admissions in the next year.


Building for the future

Last week the Canadian government released the statistics of the 2016 census pertaining to immigrants. 22 percent of its population belongs to first-generation immigrants, who have settled as permanent residents and most of them have become naturalized citizens also.

By the year 2036, the share of immigrants in the population of Canada is projected to be 30 percent.


This Immigration Plan demonstrates the resolve of the government about the growth of the country for everyone’s benefit.

The global unrest and power of non-progressive governments in several countries reveal that Canada has a progressive and incremental approach and the ability to show a better way to govern.

The Immigration Levels Plan is a blueprint allowing people to reach Canada and make it their permanent home. With the cooperation of federal and provincial governments, the time is ripe to seek a quick evaluation and await the changes to happen in 2018 and also in the future years.
