Canada Proposes to Modify the Mobility of Temporary Foreign Workers

Temporary Foreign Worker Program

The Canadian government is attending to make modifications to the country's famous — but controversial Temporary Foreign Worker Program (T.F.W). In the last week, a 30-day consultation was declared in the Canada Gazette for what the government describes occupation-specific work permits.

International workers are presently tied to the organization that brought them to the nation; they are not permitted to work for anyone else. Beneath the latest proposal, however, international workers would be permitted to move among jobs, as long as it is in the equivalent profession.

The mobility given by this kind of work permit could support workers leave an offensive workplace and possibly promote more competing working conditions for international and domestic workers, the notification in the Gazette states, demonstrating that the changes are meant for workers with low-wage and primary agriculture.

Temporary Foreign Workers are Expecting More Changes

Santiago Escobar, a national spokesperson with the Commercial and United Food Workers, works with both non-unionized and unionized temporary international workers. He explains the moves as a step in the correct direction but still has several concerns.

Escobar thinks that if the modifications go through, international workers will have a problem in finding a proper new employer that is allowed to accept them, citing technological and language barriers. He believes the government will allow his union's plan of establishing hiring rooms run by the government, labor, and industry that will support Temporary Foreign Workers to find the new employer.

Farmers Concerned Modifications May Affect the S.A.W. Program

While temporary international workers work in several industries, one of the most noticeable areas is agriculture, where plenty of workers come in below the Seasonal Agricultural Worker (S.A.W) program.

Ken Forth is a broccoli farmer who manages the International Service of Agricultural Resource Management, a non-profit thing that carries in seasonal farm workers to province Ontario.

He stated that while the more extensive T.F.W program requires changes, the S.A.W. program, in specific, should not be altered. He also revealed that S.A.W workers can move to different farm by an established transfer program.
