Canada: A Summer Review of Provincial Nominee Programs Linked to Express Entry

A busy summer

In Canada the Provincial Nominee Programs, linked to Express Entry had a busy summer. There were many developments in Nova Scotia, Saskatchewan, and Ontario.

These PNPs permit the participating provinces and territories to seek nomination for immigrants to attain Canadian permanent residence every year.

There  are11 PN Programs Canada now and each of them has an enhanced nomination stream which allows it in inviting candidates in the federal  Express Entry system to apply and also seek the provincial nomination.

This format supervises the pool of candidates for three federal economic immigration programs which are:

• The Federal Skilled Worker Class,
• The Federal Skilled Trades Class
• The Canadian Experience Class

A provincial nomination awards 600 additional points to candidates in the Express Entry pool towards their CRS score. These points move the candidates ahead to seek the Invitation to Apply for PR.

Together, Canada’s Provincial Programs are responsible for 30 percent of planned economic immigration to the country in 2018.

Saskatchewan initiates Express Entry EOI

Saskatchewan transited on July 16 from the time based application approach and has now adopted the Expression of Interest system for its EE and Occupations High Demand sub-categories.

In this system, all candidates having an interest in immigration create a profile and provide the necessary information to get the consideration under the immigration program.

The applicable conditions

The Eligible candidates get a score that is based on the data they provide and also get a rank keeping the competition in mind. The top rank candidates receive the invitations to apply for provincial nominations in the periodic draws.

The Saskatchewan Immigrant Nominee Program has made the announcement regarding first invitations to apply seeking provincial nomination under the new system. Moreover, on August 21, it sent 466 invitations to candidates in the EE sub-category.

The eligibility norms were that the candidates must have top skill work experience in a profession that exists on the Saskatchewan’s In-Demand Occupations List. They also need to meet other eligibility requirements, like obtaining 60 points in the unique point-grid.

Nova Scotia commences a Labor Market Priorities Stream

Nova Scotia introduced the immigration pathways linked to Express Entry in August by the creation of Labor Market Priorities Stream. This stream permits Immigration to identify EE candidates who meet labor shortages identified by the market to apply for nomination.

On August 8 Nova Scotia issued Letters of Interest to 314 EE candidates who had two years work experience as early childhood educators and assistants. The aim was to strengthen communities and provincial economy.

The Labor Market Priorities Stream is flexible and the specified jobs in it vary in every draw depending on provincial needs.
Apart from this Stream, Nova Scotia also introduced two other streams to utilize the federal EE system. They are:

• The Nova Scotia Demand: EE Stream
• The Nova Scotia Experience: EE Stream.

Ontario Express Entry

On August 9 the Human Capital Priorities Stream of Ontario issued 947 Notifications of Interest to EE candidates having a job offer in the province and a CRS score of 350. It was exceptional because the HCP Stream attracts candidates having a CRS score 400. Moreover, the job offer is not a usual requirement. With the August 9 draw, the number of invitations, issued by using the HCP Stream in the year is 3,534.

Additionally, the French-Speaking Skilled Worker Stream as well as the Skilled Trades Stream, were active in Ontario during this summer.

Since June, Ontario issued 323 NOIs in the French-Speaking Skilled Worker Stream totally.

The qualifying norms

The qualifying norms for candidates in the Ontario French-Speaking Skilled Worker stream, is eligibility for the FSWC or the CEC and having  a CLB of 7 in French and 6 in English. Ontario also held two rounds using the Skilled Trades Stream and totally issued 279 NOIs.

The Skilled Trades Stream attracts Skilled Trade Workers having a valid EE profile who are eligible for the CEC and have work experience in a skilled trade.

Manitoba, PEI, New Brunswick and BC Express Entry

Prince Edward Island, Manitoba, and British Columbia also issued invitations linked to Express Entry in this summer.
Manitoba’s held three draws on June 22, July 6 and July 9 and also issued 448 Letters of Advice to the candidates seeking the Applications with a score of 519 in the point- grid.

This pathway is exclusively open for all candidates who meet the eligibility criteria and have an experience in a top demand occupation.

PEI has an EOI-based EE Stream which issued invitations on June 21st, July 19th and August 16th. Immigration authorities also did not provide a breakdown of candidates receiving the invitation in each round.

British Columbia also sent weekly invitations to the EE candidates.

Categories of candidates

It attracted Candidates in its Express Entry BC: Skilled Worker and Express Entry BC: International Graduates. Immigration authorities also did not provide a breakdown of candidates receiving the invitation in each round but the scores were in the range of 87 to 96 in the Skills Immigration Registration System point-grid.

Alberta announces Express Entry

Alberta also announced its Express Entry Stream on June 14 accompanied by the new Alberta Opportunity Stream.
Candidates having strong ties with the province and were ready to support the economic development and diversification priorities were invited to submit the applications.

Qualified candidates having a profile in the EE pool will pass the selection stage directly by the Alberta Immigrant Nominee Program. The candidates need to enter the Express Entry pool for pursuing the new Alberta stream.
