British Columbia, a western province of Canada, is welcoming more applicants via their Provincial Nominee Program (BC PNP). The BC PNP encourages skilled workers, international graduates and entrepreneurs who achieve a points threshold, to apply for permanent residency. The BC PNP process is aligned with the federal Express Entry system for Canada but the ITA (Invitation to Apply) is a different stream for both.

The BC PNP opened the draw for the pool of applicants with qualifying points and invited 459 candidates on the 17th February.  19 were for entrepreneurs and 440 across categories of skills immigration and Express Entry BC streams. These streams are managed under the BC Skills Immigration Registration System (SIRS). The SIRS is again points oriented and the province is able to rank and choose candidates across categories.

There are a number of both provincial and federal immigration streams for Canada. A full investigation is recommended into the eligibility and process for each. More information about each stream and a useful questionnaire to determine the right stream for you can be found at 

Express Entry BC – Skilled Worker and Express Entry BC – International Graduate streams are both aligned with Express Entry. These streams are aligned with the federal program so a candidate must also meet the criteria for one of the three federal economic programs. These are Federal Skilled Worker Class (FSW), Canadian Experience Class (CEC), or Federal Skilled Trades Class (FST). A provincial nomination certificate from British Columbia gives 600 points under the CRS (Comprehensive Ranking System). A qualifying number of points in the Express Entry pool will mean an Invitation To Apply (ITA) for the next opening of the draw.

Three more streams are applicable to immigration to BC but are not aligned with Express Entry. They are Skills Immigration – Skilled Worker, International Graduate and Entry Level and Semi-Skilled, and the BC Entrepreneur Immigration Stream. Each has their own criteria for eligibility. Skilled Worker and International Graduate schemes need a job offer.  The Entry Level and Semi-Skilled Category is for those living and working BC currently in certain sectors. There are extensive criteria for both the candidate and their employer. The Entrepreneur program is for business people who can operate and invest in a viable business that benefits the BC economy.
