A New Plan to Increase Francophone Immigration Outside Quebec

The Joint Federal-Provincial Plan envisages that by 2023, 4.4% of all immigrants who settle outside Quebec would be French-speaking. This will be the result of a new plan which unites Federal; provincial and Territorial Governments of Canada to increase their numbers. It was unveiled on March 2nd, after a meeting of Federal, Territorial and Provincial Ministers who are responsible for fulfilling immigration needs of francophone communities of Canada.

Immigrants who speak French contribute to the prosperity and strength of Canada and add to its linguistic and cultural diversity.

Such immigration is important for maintaining the vitality of francophone and Acadian communities, in the country and helps to meet the labor market requirements, thereby sustaining the bilingual nature of the country.

It notes the fact that the proportion of the population outside Quebec, which uses French as the first official language, is gradually declining, and needs more work, for reversing this trend. The annual number of economic immigrants who spoke French and settled outside Quebec witnessed an increase from 850 to 2,400 from 2003 to 2017.

Three objectives

This plan requires that the governments involved, need to take an individual or collaborative line of action, to increase francophone immigration. It must improve the promotion of French-speaking immigrants and take measures in the selection, integration, settlement, and retention of Francophone Minority Community outside Quebec.

The plan has three objectives:

  •  Increased number of immigrants who speak French to settle in the country outside Quebec;
  •  Their increased participation in local labor markets; and
  •  Their increased participation in communities and social networks.

The actions required for reaching these goals are:

  • Increased awareness of Francophone immigration opportunities, and of pathways and settlement services to prospective applicants who speak French;
  • Increased employer engagement in recruitment and employment;
  • Increased awareness, availability, and accessibility of services in French; and
  • All possible Support to diverse and inclusive communities who speak French, 

The actions between the two levels of government have been outlined, and better international marketing activities and enhanced e-tools are included to promote benefits and opportunities to the future French-speaking immigrants.

Ahmed Hussen, Immigration Minister, Canada stated that the Federal Government is committed to helping in building and sustaining francophone minority communities across Canada, through francophone immigration.
