Canadian Update for Settlement Funds in Skilled Immigration

The Government in Canada has updated the requirement for settlement funds for skilled immigration applications. This change in proof of having funds has a major impact on FSW and FSTC categories. The provision helps the new immigrants, to have sufficient means to settle in the new surroundings and arrange for paying the initial costs involved.
Candidates receiving an ITA in the CEC do not need to show settlement funds. Additionally, candidates authorized to work and who possess a valid job offer from a Canadian employer, need not follow the requirement for settlement funds.
The three federal economic programs - FSWC, FSTC, and CEC receive applications through the selection system of Express Entry.

The increase in the settlement funds will impact on the eligibility of candidates to the skilled immigration programs. The candidates must now review the new figures, and meet the proof of funds needed.

Not Having a Job Offer less Worrying for Express Entry Candidates now

Not having a job offer is not a problem, and this was confirmed by a new Express Entry report which mentions that 90% of invitations sent in January-June 2017 period were received by candidates who did not have a Canadian job offer. The factors in the Human capital include age, language proficiency in English/French, education received, and work experience gained, combine to make the core CRS score of the candidate.
Simultaneously some changes like points awarded for Canadian study, a qualifying job, and an increase in the time, for submitting completed applications for Canadian PR for the candidates possessing an ITA were made.
The IRCC data released, confirm the following facts:
  • The proportion of invited candidates receiving invitations and who studied in Canada increased by 10 percent.
  • The proportion of FSW candidates to whom receiving invitations increased from 25 percent to 48 percent.
  • The number of profiles who were eligible for the Express Entry pool increased when the changes were made.
  • These changes shifted the occupations and countries of citizenship of candidates and helped to reduce the gender gap among candidates.

Applications for Canadian Citizenship Increase after Relaxation of language and Residency Rules

Many applications were received for citizenship in Canada when the government relaxed the rules governing residency and language requirements. IRCC reveals that on an average 3,653 applications were received per week in the six months, before the changes, in October. The figure after an announcement of the new regulations was 17,500 applications per week.
When the requirement for being physically present was reduced, the applicants felt flexibility in meeting the citizenship requirements.
The department handled increased capacity and took under 12-months to process applications. A Part of the time which is spent in Canada before obtaining the PR status was counted to meet residency requirements, which benefitted several students and temporary workers.
The age requirement was reduced to 18 years - 54 years, from 14 years – 64 years. High fees for citizenship application and for refugees and persons involved in the reunification of the family were a barrier.
Ahmed Hussen, Immigration Minister said that the changes done in October will help the Canadian families and make the rules popular and easy.

Foreign Entrepreneurs can apply for US residency using Start-Up Visas

Foreign-born Entrepreneurs can now apply, in a new category of temporary residency, which allows them to start, their start-up enterprise, in the USA.
The International Entrepreneur Rule, of US Citizenship and Immigration Services, allowed founders, born in foreign countries, to live in the country, to manage their start-ups, when they fulfil certain standards for success. Technically the rule is a parole period. Only the Congress is authorized for creating fresh paths to citizenship and also for categories of visa.
Currently, USCIS has agreed to accept applications, for this rule because its administration attempted to put an end to it before it was implemented. It was planned to take effect from July 2017, but the President proclaimed an Executive Order for delaying its implementation and wanted to rescind it.
The National Venture Capital Association took legal action, as the delay was a violation of the administrative procedure and failed to call public comments. A US Judge favoured the NVCA and issued an order for implementing this rule.
It is seen as a triumph for the advocates of positive immigration policies for encouraging foreign entrepreneurs.

It follows a ranking system where the candidates who score the same Rank, are given a priority based on the date /timing when the profiles were originally submitted in the pool. Those who have their profiles for a longer duration are preferred.
In the draw held November 15, IRCC issued 2,750 ITAs, for obtaining Canada PR to Express Entry pool candidates, who had secured 439 marks. Owing to the existence of tie-break system, the candidates who scored 439 points, and had submitted their profiles, on or before October 19th, 2017, at 12:02:28, received invitations, to apply.
This procedure aimed to help the government to manage the invitation rounds in a better way. The candidates in the pool must note that modifying/ updating their profile in Express Entry does not revise the time stamp of the submission which was done originally.

A Prosperous Future requires More Immigrants in Atlantic Canada

Atlantic Canada has the oldest population in the country. The workforce is expected to decline rapidly, between 2017 and 2035 due to the retirement of baby boomers. Conference Board Canada has stated in its report that for improving the economic outlook and population growth of the region, Atlantic Canada should have a plan to attract more immigrants. A small labor force and a rapidly aging population have several harmful consequences, leading to weak economic growth, hurdles for provincial governments, and reduced impact of rural communities. Immigration plays an important role in enhancing the economic standing of the region. The region is experiencing an increase in the health care costs owing to the aging population. Presently, the Atlantic Provinces spend more per capita, on health care in comparison to the national average.
The region also does not see more immigrants, amongst the provinces of Canada. The unemployment rate is high.
Atlantic Canada pays good wages. The region must ensure that immigrants get attractive jobs in their chosen domains, and all the issues of the international students, are addressed properly.
