A permanent visa to Australia has a few more requirements in terms of values than a temporary permit. 

To start with, the declaration is separate from the rest of the application plus it carries the requirement for the individual to have read the documentation recommended by the Government. This covers life in Australia in far more detail and expands on the Values as described by the visa application.

If you want a visa to Australia on a permanent basis and are considering becoming a citizen in due course, the application also explains what will be required. The additional rights which are required by becoming a citizen – such as voting – are a reciprocal arrangement which means the individual may be required to perform duties such as jury service. The visa application also makes it clear that by becoming an Australian citizen, allegiance to the country and its people would be compulsory.

A visa to Australia is more than simply a permit to enter the country; it is a contract which requires the individual to confirm they will respect the rules and way of life of the nation and will adhere to its values whilst within its boundaries.
