Sub-degree holders won’t get streamlined visas

Andrew Trounson for The Australian has said that the Abbott government of Australia has no plan to extend their streamlined visa to sub-degree programmes as that would risk threatening Immigration controls. Assistant Immigration minister Michaelia Cash told the Higher Education Supplement that no plans are underway to extend the streamlined visas for other education sectors such as vocational education because that will mean risking the Immigration system.

The government had last week extended streamlined visa processing to 22 other approved non-university high education institutions. The sector encouraged the move, because the labor government was not approving such a move. Diploma and certificate students are not included in this change, so this program is less appealing to many overseas citizens in comparison to degree programs. The paper work for visa applicants is reduced in streamlined visa processing but providers of these visas have to be very careful to make sure that only genuine students are being enrolled on these programs and students don't breach their visa conditions.

If multiple violations occur a centre will damage its reputation heavily and could also lose its ability to process streamlined visas. But concerns have already risen now as students are enrolling at university degree programmes to take benefit of the streamlined visa processing system and than the are transferring to a private provider or TAFE before the census date, which directly means the university has to give them a refund for the fees that they have paid. Education providers must discourage these practices by creating good strategies from the beginning said Senator Cash. She has made one point though that of all the students that have entered Australia on streamlined visas only 1% changed their education provider.

The sector must keep in close contact with all important stakeholders so that the issues of the students can be addresses said Senator Cash. Bob Birell, the demographer of Monash University has said that it has become a very cheap way for overseas citizens to secure a Australian permanent residency since the visa process has been streamlined for sub-degree programmes. Some time back there was a boom where some education providers enrolled students on dodgy courses and paid more attention to immigration rather than education.
